A Badajoz speed camera photographs the car Amancio scrapped

PENALTY NOTICE — BADAJOZ PROVINCIAL TRAFFIC AUTHORITY (JEFATURA DE TRÁFICO). Case file 06-046-2026-00871-4. Alleged offence: driving at 142 km/h on a stretch limited to 90, A-5 dual carriageway, kilometre marker 398, Madrid-bound, on 17 February 2026 at 09:41. Means of detection: fixed speed camera, margin of error applied. Vehicle: RENAULT 21 GTX, registration ZA-4419-K. Keeper shown in the Vehicle Register: AMANCIO VILORIA REBOLLO. Amount: 400 euros and a deduction of four points; with a 50 per cent reduction for prompt payment, 200. You have twenty calendar days to pay or to make representations.
WRITTEN REPRESENTATIONS. Entry register No. 2026/3,114, Zamora. I, Amancio Viloria Rebollo, domiciled in Zamora, with a bookbinding workshop open to the public on Calle Balborraz, hereby state: that I surrendered the Renault 21 to which the notice refers for destruction on 11 March 2006 at the Hermanos Pino scrapyard, Tordesillas road, kilometre 3, and that since that day I have not owned a car again, that one or any other, because the workshop is two hundred metres from my house and my books reach me on foot. On the day and at the time you indicate I was at my sewing bench, with the parish priest of La Hiniesta in front of me, who had come to see how his archive was coming along, and with the postman, who comes in every morning at half past nine with the bundles. I enclose a photocopy of the certificate of surrender, with its stamp and its date, which I have kept for twenty years because I sew paper for a living and I know that paper is the only thing left when everything else goes to scrap. On 17 February 2026 at 09:41, the day and time of the alleged offence, I was in my workshop, sewing the volumes of the parish archive of La Hiniesta, with witnesses. I request that the notice be dismissed.
DECISION. The representations of the interested party having been considered, they are REJECTED. You remain on record as the current registered keeper of vehicle ZA-4419-K in the Vehicle Register of the Directorate-General for Traffic (Dirección General de Tráfico). The document supplied, an uncertified photocopy of a private receipt from 2006, does not rebut the information held on the register. The penalty of 400 euros with a deduction of four points is confirmed. An appeal against this decision may be lodged within one month.
One April afternoon, Amancio photographed the receipt on both sides, slipped it into a conservation sleeve and locked it in the workshop safe, between a parchment from 1712 and his mother's title deeds.
PENALTY NOTICE — LUGO PROVINCIAL TRAFFIC AUTHORITY. Case file 27-102-2026-01433-0. Alleged offence: driving at 118 km/h on a stretch limited to 90, N-540, kilometre marker 21, on 3 May 2026 at 03:12. Vehicle: RENAULT 21 GTX, registration ZA-4419-K. Keeper on record: AMANCIO VILORIA REBOLLO. Amount: 100 euros.
WRITTEN REPRESENTATIONS. Entry register No. 2026/5,877, Zamora. I hereby state: that according to your own notices, a car I handed over to a scrapyard twenty years ago now runs by night through Lugo, seven hundred kilometres from the Badajoz speed camera that photographed it in February heading for Madrid. That that Renault would be thirty-five years old today, and that the last time I saw it, it would not start on a slope. That if it truly is on the road, somewhere its roadworthiness inspection (ITV) must be in force, because without an ITV a car does not pass in front of two speed cameras twice without anyone stopping it: request the vehicle's complete history yourselves, for from this side of the counter I cannot. That the Hermanos Pino scrapyard closed in 2011 and its owner has passed away, so I am told on the industrial estate, so I can produce no more paper than the paper you have already rejected. I request once again that the file be closed, and that someone, in some office, look at the whole file and not just my line in the register.
DECISION. The representations are REJECTED by reference to the previous decision: you remain on record as the current registered keeper. You are reminded that the repeated submission of documents of identical content does not interrupt the time limits.
PARKING CONTRAVENTION NOTICE — ALICANTE CITY COUNCIL (AYUNTAMIENTO DE ALICANTE). Ticket 44,108. Vehicle RENAULT 21, registration ZA-4419-K, parked in a residents-only zone without a permit, Calle San Vicente, on 12 August 2026 at 11:05. The officer records: maroon passenger car, in apparently good condition, unoccupied, with an advertising number-plate surround from a second-hand car dealer in the province. A photograph accompanies the ticket.
ENFORCEMENT ORDER. Payment of the penalty in case file 06-046-2026-00871-4 not appearing within the voluntary period, enforcement is issued against the obligor AMANCIO VILORIA REBOLLO for a principal of 400 euros plus an enforcement surcharge of 20 per cent, 80 euros, plus interest and costs.
RECORD OF ATTACHMENT OF ACCOUNTS. In compliance with the above order, 527.40 euros — principal, surcharge, interest and costs — have been attached in the account ending in 0331, collaborating bank, holder VILORIA REBOLLO, AMANCIO. The hold has been executed with today's date. Notice is given that the debt in case files 27-102-2026-01433-0 and 44,108 will follow its own course.
The bank told him through the app one Thursday at 8:02, before the first coffee: “court-administrative hold, €527.40”. It was the money set aside for the workshop's September rent.
INTERNAL MEMORANDUM — ENFORCED COLLECTION UNIT. From: Rosaura Bermejo, collection officer, instructing officer of the enforcement file. To: the Provincial Traffic Authority, through the regulation channel. In view of the representations that appear repeated in three separate files, and of the fact that the debtor has been saying the same thing since February with the same words and the same piece of paper from 2006, the vehicle history report for ZA-4419-K is requested EX OFFICIO, with the record of deregistrations, reinstatements and roadworthiness inspections. The precautionary suspension of further attachments is ordered until it is received. Observation by the instructing officer: in eleven years in this unit, those who lie change their story; this gentleman changes fines.
VEHICLE HISTORY REPORT — GENERAL VEHICLE REGISTER. Registration ZA-4419-K. First registration: 12 July 1991. Sole keeper from the outset: Amancio Viloria Rebollo. Permanent deregistration on surrender to an authorised treatment facility: 31 March 2006. Reinstatement of the registration: 14 February 2019, processed at the request of a third party by means of a workshop certificate and a technical data sheet supplied, with no change of keeper. Roadworthiness inspections after the reinstatement: four, the last in March 2026, all at the same testing station. Mileage recorded at those inspections: 180,000 kilometres below the historical figure on record in 2005, without any station flagging it. Tax domicile of the applicant for the reinstatement: different from the keeper's address. A full copy of the reinstatement file is attached.
DECISION OF THE ENFORCED COLLECTION UNIT. First: the enforcement orders and the record of attachment issued against Amancio Viloria Rebollo are declared null and void, with restitution of the 527.40 euros attached plus statutory interest from the date of the attachment. Second: the file is referred to the Badajoz and Lugo Traffic Authorities and to Alicante City Council for the cancellation of the penalties, it having been established that the debtor's status as current registered keeper derived from a reinstatement of the registration processed by a third party without his knowledge, over a vehicle lawfully destroyed in 2006. Third: a full certified copy is forwarded to the Public Prosecution Service (Ministerio Fiscal) for suspected documentary forgery in the reinstatement file, and to the roadworthiness testing station that inspected a deregistered car four times, for such action as may be appropriate. Signed: Rosaura Bermejo, enforced collection officer.
NOTICE TO THE INTERESTED PARTY. Enclosed you will find a copy of the decision and of the vehicle history report, the eighth line of which stands underlined by hand in the file: “Permanent deregistration on surrender to an authorised treatment facility: 31 March 2006. Reinstatement of the registration: 14 February 2019, at the request of a third party.” The refund of the 527.40 euros will be paid into the account ending in 0331 within fifteen days of this notice. You are further informed that registration ZA-4419-K has today been permanently deregistered once again, twenty and a half years after the first time.
